The City of Howell embarked on an exciting three year plan for infrastructure improvements
throughout the City. Starting in July, 2009, the plan includes reconstruction of
approximately 11 miles of the City’s 36 miles of streets, replacement of aging water and
sewer lines, and storm sewer improvements. The condition of infrastructure is an
important element that can significantly impact the long-term economic strength of a
community and the value of its residential and commercial properties. Many of the streets
included in the program have not undergone any significant rehabilitation within the last
twenty years.
The City is also examining the implementation of a new type of zoning ordinance called a
form-based code. By implementing a form-based code, the City will ensure that our
planning, zoning, and building codes support the community’s vision of how our downtown,
streets, and neighborhoods, should look and feel.
Design of the infrastructure improvement program and form-based code initiative
kicked-off with a community wide charrette. A charrette is a collaborative planning process
in which residents, businesses, and community organizations, take part in the design
process. On Tuesday, September 30th, 2008 design consultants from Glatting Jackson & Hubbell, Roth
& Clark, Inc., along with City staff, conducted site visits and walkabouts of the areas to
be reconstructed. These site visits provided another opportunity for residents and
businesses to offer input into the design process.

YEAR TWO -
Year Two was awarded to DiPonio Contracting on February 8, 2010 at the City Council Meeting.
Notification was sent to the residents north of Riddle on May 17, 2010 with upcoming mobilization of the contractor. If you live in that area effected by the street construction, and did not get a letter, please contact us. As construction continues, watch for updates in future mailings, website and cable access channel with more information, dates, schedules, and a neighborhood meeting.
